Building Services Division

Welcome to Doña Ana County’s Building Services Division. This office provides information on obtaining permits and inspections for both commercial and residential construction, electrical, plumbing and mechanical permits and inspections, as well as mobile home installation permits.

The department's goal is to assist the general public with home-site development and procedures to insure compliance with local and state rules and regulations. The department coordinates all applications for various permits. All permit applications must be reviewed and approved to insure compliance with applicable regulations, zoning, and setback standards.

Cathy Y. Jimenez is the Chief Building Official for the County. She is certified at both the international and state levels as an inspector in building, plumbing, mechanical and electrical. Sean Vick is a Certified Building Inspector. Dennis LaDriere is a Certified Electrical Inspector and Candido Jasso is a Certified Plumbing/Mechanical Inspector.

The lead person for the front counter office staff is Liz Calloway, Development Technician II. Priscilla Mendoza and Maria Elena Sanchez are all Development Technicians I. The office staff takes in all building, plumbing, mechanical, electrical and manufactured (mobile) home applications and routes them to the appropriate departments for permit approval. They are available to assist contractors and the general public with all the requirements for obtaining any and all permits.
