Wayne Grinnell has been selected by Doña Ana County Manager David R. King to permanently oversee the county’s Community Development and Planning Department. Grinnell has been interim director of the department since the September 2001 death of Judith M. Price.
“Mr. Grinnell’s leadership and experience made him the ideal candidate for the director’s position in the Community Development Department,” King said. “His familiarity with the department and his ability to communicate effectively with both internal and external audiences also were important factors I considered before making the offer. I’m delighted to have Mr. Grinnell on board for the long haul.”
Grinnell holds a bachelor’s degree in political science and public administration from the University of Texas at El Paso and is a graduate of the U.S. Army Infantry Officers Candidate School. He is a member of the American Institute of Certified Planners, and is the vice president of the New Mexico Chapter of the American Planning Association.
As director of community development, Grinnell will have direct oversight over the rural-addressing project, county zoning enforcement, plan review and acceptance, subdivision development, building inspections and county’s upcoming one-stop shop for permit applications.
From 1992 to 1999, Grinnell was owner of Grinnell Associates, an El Paso consulting firm specializing in land use, planning, property and real estate issues. Prior, he was vice president of operations for Sub-Land, Inc. of El Paso, an engineering firm specializing in surveying, planning and development issues.
On Dec. 8, 1999, Grinnell was elected by unanimous vote as a Life Member of the El Paso Association of Builders. He is only the fifth person in the association’s 50-year history to be so honored.
A member of the association for more than 20 years, Grinnell served as its vice president in 1988, was a founding member of its Land Use Council in 1982 and was its chairman from 1991-1997. He also served on the association’s executive committee and was named Associate of the Year in 1989. In both 1990 and 1996, Grinnell received the association’s Pat Cox Award for Extraordinary Service.
